In a perfect
world this wouldn't be necessary because people would be responsible with their speed and wouldn't do 50mph past
a school at 3.30, but people are stupid and they do. Its not the speed that kills the child, its the idiot
behind the wheel who thought doing that speed was responsible. Stopping distances are of course a factor effected by speed, but the reality remains that people (especially
kids) do fly out of alleyways on their bikes and ride straight across the road...
