At the time I was thinking about E.T. intervention on Earth, then I saw a video about E.T.s where a woman came in contact with the same thing, but she said it was hostile and I didn't sense that. The smaller things I see though are little circle pops that are just black surrounded by blue and white rings. This was, if I remember right, black in the center, then green and orange. But there were flames to the side of it too, not just the dot of it.
