So in a sense these two philosophers are just questioning, torturing, trying to expose the inwardness, but they don't solve anything and they do not want to solve anything. They are edifying, but they do not build. BTW, the chapters that you're mentioning, I really recommend to read through the 1st to the 11th chapter, and then go to 19th chapter, otherwise some of Heer's judgements won't really make sense.
